The ILO - DWT Office for North Africa is seeking to recruit a highly motivated and qualified candidate for the following position:

Position: Admin & Finance Assistant

Grade: G5

Contract: Short Term

Duty Station: Tunis, Tunisia

Duration: Till 30 December 2017


This project aims to strengthen Tunisian and Egyptian women's position to participate in the labour market and improve labour market institutions to better assist women after the revolution in both countries. The project will support the ILO's constituents (Governments, workers and employers) to address the challenges women are facing in post-revolution Tunisia and Egypt. Among these challenges is the need to enhance women's employability by increasing their skills and knowledge, to improve respect towards gender equality, and enhance the process of efficient social dialogue practices.

The project focuses on four areas of social and economic empowerment of women: 1) Supporting the social partners in increasing women's participation in the labour force and in the social dialogue and in promoting of women's labour rights.2) Increasing the access of women to labour market institutions and business service providers by supporting these institutions in catering specifically for the needs of women and ensuring that women actually profit from the services of the institutions 3) Building the skills of women to increase their employability and access to decent jobs (skills areas include entrepreneurial education and vocational skills for women in low quality jobs, including in the informal economy). These skills development schemes are designed with the objective f ensuring up-scaling by the Government and/or other donors.4). Capacity building for the national agencies for statistics and other relevant stakeholders to produce gender-disaggregated data on labour markets and evaluate the impact of employment policies on women;

This project will also ensure that through better labour market information in relation to women policy design can be improved and the challenged of women can be better understood.

The incumbent will perform its duties under the direct supervision of the Chief Technical Advisor who will be based in Cairo, in close collaboration of the National Project Coordinator based in Tunis and under the overall guidance of the DWT Director.


1. Ensure regular flow of project communication activities by collecting, translating and storing documentation, information and correspondence.

2. Collect and translate media and press references to the project and distribute project media communication material and responding to concerned stakeholders and beneficiaries.

3. Maintain and update project mailing lists and networks.

4. Draft correspondence, faxes, memoranda and reports on project matters from oral instructions, previous correspondence or other available information sources in accordance with standard office procedures.

5. Make travel arrangements, hotel reservations and prepare travel authorization forms for project staff.

6. Provide secretarial and/or administrative support for meetings, seminars and/or workshops.

7. Prepare necessary documentation for external collaborators and service contracts

8. Carry out required operations of financial management and administration by collecting financial data in accordance with the project budget and preparing financial information for project monitoring and reporting.

9. Maintain financial records and monitoring systems to record and reconcile the expenditures of the project, balances, payments, statements and other data for daily transactions and reports; upon delegation from the CTA, administer the project's petty cash.

10. Prepare reports as scheduled or required, for budget preparation, audits or other reasons;

11. Methodically process project payment documents and maintain financial records and registers.

12. Support smooth implementation of project activities like organizations of project communication and technical events, learning and training activities.

13. Perform other duties as assigned by the supervisor.


Education – Secondary School Education supplemented by a professional training in Accounting or Business Administration

Experience – 5 years of related experience, including record keeping and processing of information and basic knowledge of report writing. Good financial and administrative knowledge for project implementation.

Languages – Excellent knowledge of French. Good knowledge of English and Arabic


· Knowledge of rules and procedures related to the various steps of the project cycle.

· Knowledge of the office functioning and routine secretarial operations.

· ITC proficiency: word processing, spreadsheet, data base software, as well as computer software packages required for work.

· Ability to organize own work and efficiently manage time.

· Ability to maintain records and prepare clerical reports and financial statements.

· Availability to team working, problem solving, delivery by deadline and under pressure and ensuring attention to detail.

· Capability to adapt own behavior to professional requirements and contexts.


The positionwill be based in TUNIS. The ILO offersa competitive remuneration package in accordance with the United Nations common system of salaries, allowances and benefits.

The Office reserves to itself the right to appoint candidates at a level below the level oftheadvertised post depending on their experience.
